EDUCATION PROGRAM
The Welding and Carpentry School
1. Place of Operation: Kabuga District in
Ndera Sector. Administrators of the District have appreciated and
given us the go-ahead.
2. Reason of the Organization: This organization was
formed to collect the displaced children scattered on the streets and
avenues of the city so that they too may have a future and well being.
3. Period Learning: The period of learning for each
child will be six months so as another group may come in for the same
course.
4. Beneficiaries: This program will benefit such young
destitute people as 12 to 25 years who will attend studies, also their
families, employees as well as the nation.
5. How children are brought in: These children have been
brought in by communicating to them and mobilizing them one by one
from streets and within the city.
6. Operation: The school will operate in two concurrent
programs, namely; Welding and Carpentry Programs. Every child will
have the right to choose whatever program he/she likes; and whether
they want to do one or both.
7. Number of Students: Presently the number of those
children who are ready for these programs is 30. We will continue to
admit learners interchanging groups according to gender; that means if
this time we have boys, next time we will have girls. We will not mix
these because of lack of facility. We will give certificates to those
who successfully complete their courses, some tools to help them start
their lives, and we will keep track of our graduates for further
feedback of their performance.
8. Who are involved? Since the organization will not
operate in secrecy, we will operate with local authorities, elders of
Kingdom Fellowship Church under the leadership of Pastor Augustine
Niyonsenga.
9. Administration: The Program will be administered by a
committee of volunteers namely; The Chairman, Vice Chairmen,
Secretary, Treasurer and a few others. These will not earn salaries
but will be compensated.
10. Teachers: There will be two teachers; one for
welding and the other for carpentry. These will earn salaries.
HIV / AIDS AWARENESS SEMINARS
We are realizing that destitute children are gravely
faced with the dangers of the scourge of AIDS, child pregnancies,
sexual diseases and general health problems. And being aware that the
best messengers of hope to the street children are those who were once
there and can still identify very effectively with the children.
According to update reports of PNLS and WHO (1998), 130,000 persons
are actually infected by HIV/AIDS. If nothing was done urgently to
stop the rate, it was estimated that 600,000 people would be infected
by the year 2001, this trend has not received considerable diversion
according to experts (11.6% in urban, 10.8% in rural). The youngest
age group of 12-14 years had a prevalence rate of 4.1%, which
indicates a high proportion of new HIV/AIDS infections in the country.
The situation of street children is one that is appaling - given their
exposure and lack of access to communication.
It is in that context that Parental Care of Destitute Children of
Rwanda consider to contribute to the national efforts of fighting
HIV/AIDS. We aim to create a pilot zone in Kigali urban among the
street children. This will help to develop strategies of mobilization
and education for prevention of epidemic diseases in general, and
HIV/AIDS in particular among the street children and eventually the
population.
We hereby propose to have seminars/workshops for former street boys
and girls, for a period of two weeks each at our facility granted to
us by government.
The objectives are:
 | To provide Follow-up Encounters and a Reunions to
30 former street boys and girls; |
 | To provide training to these former street
children to be able to reach out and persuade their former
colleagues to come out of the street life; |
 | To provide awareness training to these former
street children on the subject of AIDS and that they may be able to
influence the street children to get aware of the seriousness of the
scourge and prevent themselves from infection |
 | To acquire 35 mattresses, 35 blankets, 35
bed-sheets, a video screen and deck, a generator for the subsequent
recurring training programs. |
The seminars will focus on the following topics:
 | General information about HIV/AIDS; |
 | Situation in Rwanda and among street children; |
 | Ways of infection and transmission; |
 | Factors and risks of infections; |
 | Consequences of HIV/AIDS;
Impact of the Gospel on the process of fighting against HIV/AIDS; |
 | Sexuality as the major factor of transmission of HIV/AIDS and
Methods and tools of prevention of HIV/AIDS among the street children. |
Our commitment is:
 | After their learning we will make our follow-ups while also making
them meet with street kids. |
 | We will use video to reach out to more street kids, also counseling
them and supporting them with food materials. |
 | Those who are sick we will make to them follow-ups knowing more
about their conditions of life |
 | Assisting them even to the time of their deaths. |
 | Through this we will also be able to meet their families, speaking
to them, teaching them how they
can handle the lives of their sick family member(s) - that is, when
they are back in the family. |
 | We will teach the former street children, counseling and providing
them with more and more
information since we know Aids virus is still on the increase day by
day.

That is why now, we have destitute children in Kigali Urban, in
Kabuga, in Kabarondo(i.e. in Kibungo) and in Butare town. Many of these now have changed to good people whereby some are now
renting as a group of 5 people in a house and some 10 per house. These have changed, even though they still go back to town to look
for how there can earn a living. We, however, go there and meet them for visitation and counseling
plus players. For all these, we feel that its not enough, that's why we submit to
you this proposal. That's why we need this project to be carried four times a year.
